The Ségur digital health program: a €2 billion plan
The Ségur du numérique en santé (Ségur digital health program) is the digital component of the investment plan agreed under the ministerial commitments of 22 July 2020, which came out of the Ségur de la santé talks. The Ségur digital health programme should not be confused with télésoin, which is a real, already-active scheme for speech therapists since 2021. Amendment 17 to the national agreement for speech therapists, concluded on 29 January 2021 between the FNO and the French health insurance fund, sets the conditions for remote sessions and their reimbursement: they are valued under the same fee conditions as an in-person session (TMO code, same NGAP coefficients), capped at 20% of conventioned activity on an annual basis, and reserved for patients already known to the practice (an initial in-person assessment within the preceding twelve months, unless following a hospital discharge with a transmitted care plan).
